## Purpose
Follow-up action area for the `Related Projects` block.

## Contract
- Use only inside `Related Projects`.
- Uses the same action pattern as article follow-up blocks.
- Uses `Icon and Label Button` with `alt` accent so the action is black, matching related reading.
- Uses Block-aligned horizontal spacing so the action aligns with the heading.
- Uses no top padding; `Related Projects Content` owns the spacing before the footer.
- Does not render a gray background.
